I just reeviewed the 2011 VOLAG proposals and it does not state exactly what how much cash the each refugee gets and how much the VOLAG get for each refugee.

From the State Department’s R&P contract of $1800 per refugee, the resettlement agency can use $700 for overhead, $900 must be used for direct services to the refugee, and the remaining $200 may be redirected to the most needy refugees at that site.
