Scammers Target Refugees

The Office of Refugee Resettlement is alerting people to a new scam that targets refugees:

The Office of Refugee Resettlement (ORR) has been alerted to a new telephone scam apparently targeting Bhutanese refugees. A man identifying himself as a representative of the “Federal Grants Department” calls from a Washington, DC-based telephone number, (202) 436-9601, informing recently resettled refugees that they are eligible to receive $10,000 because they are refugees from Bhutan. To claim the money, they are instructed to produce a money order for $650, and call the telephone number for further instructions on where to send the money…

…At least one refugee has been coerced into making multiple payments as “processing fees”, totaling more than $5,000.

So far, reports are localized in Texas, but ORR advises everyone to be aware of this scam and avoid giving any personal information or payments to unknown callers… Read more here

Another type of scam, this one in Australia, involves people on the phone posing as utility salespeople, and telling refugees that they need to verify details of their accounts. See Brimbank Weekly article:

REFUGEES and migrants with little or poor English are being targeted by door-to-door utilities salespeople, leading to large debts and disconnection of services for some.

Footscray Community Legal Centre financial counsellor Anita Smith said unscrupulous practices by door-knockers were still continuing, despite a campaign to stamp out the practice that involved distributing “do not knock” stickers to residents…

…”One of the tactics the salespeople use is to say that people need to verify their details and then get them to answer questions on the phone. The people then find that their accounts have been changed.”

Others seek help after a visit from a salesperson posing as a government representative, who makes the resident feel compelled to switch.

Another refugee drowns – Chin refugee in Kent, Wash.

An 18-year-old Chin refugee from Myanmar, and resettled to Washington state just two weeks ago, is the latest refugee to die from accidental drowning. An article about the tragic drowning is in the Whidbey News-Times:

An 18-year-old refugee from Burma drowned while swimming at a Deception Pass State Park lake Saturday afternoon, according to the Island County Coroner’s Office.

Sang Cung Hnin was at Cranberry Lake with a group of friends from a Kent church group when the tragedy occurred. Hnin and his family escaped from Burma, which is officially known as the military-dominated Republic of the Union of Myanmar, and had been living in Malaysia prior to moving to Kent just two weeks ago.

Island County Coroner Robert Bishop said he could find no explanation for the drowning. An autopsy revealed that Hnin was a completely healthy young man and his family members confirmed that he was a strong swimmer.

Bishop said he could only speculate that perhaps Hnin may have cramped while he was in the water… Read more here

Catholic Charities Rockford put refugees in substandard housing, ignored minimum requirements

According to a U.S. State Department Office of Admissions’ monitoring report recently released Catholic Charities of the Diocese of Rockford is yet another refugee resettlement agency that didn’t bother to meet even the minimum requirements of its refugee contract.

The 2007 inspection report noted the following:

  • There were broken or missing fire detectors in three of the four homes monitors visited.
  • The stove was not working in an apartment occupied by three Burmese Chin refugee men.
  • The bathtubs in two Burundian refugee families’ apartment were not functioning properly, in one case resulting in serious – if not dangerous leakage.
  • A Burmese Karen refugee family reported that seepage after rainfall soaks three-quarters of the wall-to-wall living-room carpet.
  • Of the four families monitors visited only one understood orientation subjects required by the Cooperative Agreement (the government refugee contract).
  • A Burundian refugee family and a Burmese Chin refugee man said that no one from Catholic Charities Rockford greeted them upon arrival that spoke any language known to them.
